Approval of Rules and Procedures for the Selection of State Police Leaders

At today’s meeting of the Government, the decision on the rules and procedures for the selection of the heads of the State Police was approved. This is an important step in the implementation of the new Law “On the State Police”.

This law represents an important reform that improves the structure and transparency of the selection process for police leaders at both the central and local levels, including the Deputy General Director, Department Directors, Regional Directorate Directors, and Heads of Police Stations.

In an effort to achieve more effective leadership and a more accountable police force to our residents, a competitive process is being developed for the first time to ensure that selection is based on merit, integrity, professionalism and transparency.

The primary goal of the reform is to increase public confidence in the State Police as the primary public safety organization. It also aims to better maintain public safety and prevent criminal activity.

Candidate selection will be based on clear criteria for leadership and organizational skills with the following objectives:

• Establish a regular and standardized leadership selection process;
• Promote transparency and objectivity;
• Establish rigorous criteria for evaluating candidates;
• Establish committees to evaluate applications and review complaints;
• Promote meritocracy and fair competition;
• Ensure the avoidance of conflicts of interest and prevent discrimination.

The Government and the Ministry of the Interior remain committed to continuing the profound reforms within the State Police, improving services and ensuring greater security for all citizens.
